FCC Opens Docket On Towers' Effects On Migratory Birds

The FCC has adopted a Notice of Proposed Rule Making that seeks comment on whether the FCC should take measures to reduce the number of migratory bird collisions with communications towers. 

The Commission tentatively believes that the National Environmental Policy Act enables it to promulgate regulations on the issue and also asks for input on the use of white strobe lights over red obstruction lights to ward off birds.
