The Commission also fined MICHAEL DUDLEY $15,000 for allegedly operating an unlicensed station on 103.9 FM in GUNTERSVILLE, AL, and then, after an FCC warning, on 107.9 FM in the same area; in the latter case, the FCC alleges DUDLEY refused to turn the station off, saying that "people in his area wanted him on the air" and that because no filing window for a licensed FM station was open, his "hands were tied." The Commission proposed the fine last year; DUDLEY responded by saying he should not be fined because he ceased operating the station, did not cause harmful interference, and is unable to pay the fine.
