The FCC has dismissed CENTRO CRISTIANA VIDA ABUNDANTE's application for a license to cover noncommercial KSIY/SAN SIMEON, CA and deleted the call letters and construction permits, ruling that the permit for a modification expired on MARCH 31, 2013.
KCBX, INC. had contested the license application, alleging that CCVA failed to build the station in a timely manner and did not have the required permit from SAN LUIS OBISPO COUNTY to use the specified transmitter site. In addition, CCVA, in its license application, said it had used an omnidirectional antenna rather than the permitted directional antenna, believing that it could do so under the FCC rules, which, the Commission pointed out, do not allow an applicant to specify such a change in a license application.
