FCC OKs Consent Decree With Licensee, Operator Of Arkansas FM

The FCC adopts a consent decree that ends a probe into the alleged transfer of control of AC KHMB (Q-LITE 99.5)/HAMBURG, AR from KENNETH WAYNE DIEBEL to R&M BROADCASTING without Commission consent. An OCTOBER 2004 complaint triggered an investigation that found R&M operating the station at a different main studio location than disclosed to the FCC. The consent decree has the parties admitting the violations and "donating" $20,000 each to the Treasury and bringing the operation into compliance with the rules, and the FCC agreeing not to hold the violations against DIEBEL and R&M.
