  The FCC has proposed a $25,000 fine against WINSTON TULLOCH for allegedly operating an unlicensed FM pirate station on 90.9 FM in PATERSON, NJ.
  The fine follows several observations by FCC agents of the pirate station's operation and Notices of Unlicensed Radio Operation, which the Commission said TULLOCH ignored.
