FCC Issues Notice of Inquiry On FM Class C4, New FM Spacing Proposals

The FCC has issued a Notice of Inquiry on the proposal to establish a new Class C4 F category. The new class would allow stations in Zone II to operate with an effective radiated power between 6 and 12 kw at 100 meters above average terrain; Class C3 stations would see their minimum ERP increase to 12 kw while their maximum ERP would remain 25 kw.
In addition, the FCC is seeking comment on a proposal to change minimum spacing standards for determination of short-spacing situations so that stations operating at less than maximum parameters in the non-reserved band are protected from interference not based on maximum facilities for their class but based on their actual contours and governed by a show cause procedure.
The proposals are based on a petition for rulemaking filed by SSR COMMUNICATIONS, INC. in 2013. Comments will be due 30 days after publication in the Federal Register and replies will be due 60 days after publication.
