Part of the Repack Airwaves Yielding Better Access for Users of Modern Services Act of 2018 (RAY BAUM’S Act of 2018) that authorized funding for radio stations impacted by the television spectrum post-auction repack required the FCC to publish a Communications Marketplace Report in the last quarter of every even numbered year, which included an assessment of the state of competition in broadcast, satellite, and Internet audio services, so the Media Bureau has put the matter out for comment.
The Public Notice of the proceeding asks for comment on metrics or criteria to examine competition, identification of the key players, trends in service offerings, pricing, and consumer behavior, competition, ratings and revenue information, capital investment, innovation, and advanced technology deployment, entry requirements, and recent entry into and exit from the marketplace. The Commission also seeks comment on whether laws, regulations, regulatory practices or demonstrated marketplace practices pose a barrier to competitive entry into the marketplace. All information, data, and statistics should be for 2016 and 2017 plus developments in 2018.
The comments will be due 30 days after publication of the notice in the Federal Register, with replies due 60 days after publication.
