EDUCATIONAL MEDIA FOUNDATION is swapping Contemporary Christian KAIX (AIR 1)/CHEYENNE, WY to VIC MICHAEL's CEDAR COVE BROADCASTING, INC. for Religion KAZK/CATALINA-TUCSON, AZ and K281DD/CHEYENNE, the latter held by MICHAEL's MOUNTAIN COMMUNITY TRANSLATORS, LLC. EMF will also cancel a promissory note it holds from MICHAEL's MAUNA TOWERS, LLC.
In other filings with the FCC, WWAB RADIO, INC. is selling Urban WWAB-A/LAKELAND, FL to FERRIS S. WALLER, SR.'s WALCO ENTERPRISES, LLC for $130,000.
RADIO BROADCASTING SERVICES, INCORPORATED is selling Oldies WRSA-A and W262DH/ST. ALBANS, VT to RADIO SOUND COMPANY, LLC for $150,000 ($5,000 down, $45,000 cash at closing, $100,000 in a note).
ROWAN COLLEGE AT BURLINGTON COUNTY is selling noncommercial WBZC/PEMBERTON, NJ to FOUR RIVERS COMMUNITY BROADCASTING CORPORATION for $75,000 plus a Program Services Operating Agreement before closing. The station, taken silent by the college in JANUARY 2018, returned to the air in JANUARY with WORD FM's Contemporary Christian programming.
COLUMBIA FM, INC. is selling W282AP/BLOOMSBURG, PA to ENTERCOM LICENSE, LLC for $55,000. The translator rebroadcasts News-Talk WHLM-A/BLOOMSBURG.
Filing for Silent STAs were AMERICAN MULTI-MEDIA SYNDICATE INC. (WDKK-LP/HOLLYWOOD, FL, fixing transmitter); PREMIERE INTERNATIONAL CARES, INC (WQXY-LP/FORT MYERS, FL, antenna problems); and IGLESIA CRISTIANA EBENEZER (K222CD/SHERMAN, TX, primary station went silent)
And requesting extensions of Silent STAs were OREGON PEACEWORKS (KSQI-LP/SALEM, OR, negotiating for move); 2B PRODUCTIONS, LLC (WSTP-A/SALISBURY, NC, transmitter malfunction); and UNIVERSITY CORPORATION AT MONTEREY BAY (K237EV/BIG SUR VALLEY, CA, site issue).
The Commission also denied CHESAPEAKE-PORTSMOUTH BROADCASTING CORP.'s request for waiver and dismissed its application for a new FM translator at CHESAPEAKE, VA. The waiver request involved a request to allow CHESAPEAKE-PORTSMOUTH to apply for the facility despite being ineligible because its WCPK-A/CHESAPEAKE, VA was designated as the primary station for an application in a previous auction filing window (by its affiliated company DELMARVA EDUCATIONAL ASSOCIATION, which opted to cancel its construction permit). MHR LICENSE LLC, applicant for a mutually exclusive translator, filed to get the CHESAPEAKE-PORTSMOUTH application dismissed, to which the FCC agreed.
And the Commission also issued a Notice of Violation to ELOHIM GROUP CORPORATION for violations at W228DF/ORLANDO, including using an unauthorized antenna with two bays instead of one, reducing its TPO in an attempt to comply with its authorized power, with the result that the ERP was 11.78 watts instead of 10 watts, all without getting the FCC's approval; the FCC also said that an engineer told a Commission agent that the station was previously operating with double the authorized TPO.
