FCC Wants Comments To 'Update The Record' On Analog Channel 6 LPTVs Serving as 'Franken FMs'

The FCC is seeking comment to "update the record" regarding the use of analog channel 6 low power VHF television stations as de facto "radio" stations the audio of which is heard at 87.76 FM. The Commission previously extended the LPTV digital transition date and has also previously asked for comment on how to proceed and whether to pull the plug on the analog signals for good or allow them to continue. With the extended deadline for LPTVs to go digital coming up on JULY 13, 2021, the FCC is now asking for more input.
Some previous commenters have pushed for the FCC to continue to allow the analog "Franken FMs" as supplemental based on a "most efficient use of spectrum” argument, even after the LPTVs sign on their digital facilities. The Commission is entertaining that notion and is also asking for comment on eligibility for owning the stations, and whether the LPTVs interfere with licensed FM stations. And comments are being sought on whether the licenses and authority to use the channel 6 LPTVs for audio should be transferable or should terminate with an assignment or transfer, or whether the stations should be treated as an ancillary service entitling the FCC to charge a 5% fee on revenues.
Comment dates will be set once the request is published in the Federal Register, with comments due 30 days thereafter and replies due 45 days thereafter.
