Kansas Radio Company Goes Into Receivership; Controversial Host's Four St. Louis AM Licenses Deleted By FCC

SOUTHWIND BROADCASTING, LLC, licensee of eight full-power stations and two FM translators in KANSAS, has gone into receivership, with RON METZINGER appointed receiver by a KANSAS state court judge. Court papers indicate that SOUTHWIND defaulted on a mortgage held by CENTRAL PLAINS FINANCE, LLC. The stations include Classic Hits KULY-A-K249FI/ULYSSES, KS; Classic Hits KHGN/HUGOTON, KS; News-Talk-Farm KBUF-A and K296HO/HOLCOMB, KS; Country KKJQ (Q97)/GARDEN CITY, KS; Top 40 KSKZ (Z98)/COPELAND, KS; Rock KWKR (THE ROCK 99.9)/LEOTI, KS; AC KSKL (MIX 94)/SCOTT CITY, KS; and Regional Mexican KSSA (LA KE BUENA 105.9)/INGALLS, KS.
In other filings with the FCC, applying for STAs were RAMAR COMMUNICATIONS, INC. (KLZK-F/IDALOU, TX, reduced power due to transmitter malfunction) and SGM, INC. (WCXE-LP/ERLANGER, KY, operation from new site).
Filing for Silent STAs were SPOTTSWOOD PARTNERS II, LTD. (WKWF-A/KEY WEST, tower replacement) and IGLESIA NUEVA VIDA OF HIGH POINT, INC. (WRJR/CLAREMONT, VA, fire burned transmission line).
JAMES SU's RIVERSIDE BROADCASTING, LLC has closed on the sale of Chinese KXPD-A (CHINA RADIO INTERNATIONAL)/TIGARD-PORTLAND, OR to IRINA BARANOVA's PIN INVESTMENTS, LLC for $200,000. The station will air Russian programming under the new ownership.
BOB ELLIOTT's FRIENDS COMMUNICATIONS OF HUDSON, INC. has closed on the sale of Classic Rock WBZV/HUDSON, MI to WILLIAM SOURS' MADSUN INVESTMENTS, LLC for $230,000.
CEDAR RIDGE CHILDREN'S HOME AND SCHOOL INC. has closed on the sale of noncommercial Religion WMMH (COMPASS 91.9)/HOUTZDALE-ALTOONA, PA to J.M.J. RADIO, INC. for $120,000.
And CRESCENT HILL RADIO INC. has closed on the transfer of low power WCHQ-LP/LOUISVILLE to XTENDSOUND, INC. for no consideration.
The Commission has also deleted the licenses and call letters of the four ST. LOUIS-area AM stations licensed to ENTERTAINMENT MEDIA TRUST and operated by controversial host BOB ROMANIK's INSANE BROADCASTING CO. The stations include News-Talk WQQW-A/HIGHLAND, IL; News-Talk-Oldies KZQZ-A/ST. LOUIS, MO; News-Talk-Classic Country KQQZ-A/FAIRVIEW HEIGHTS, IL; and News-Talk KFTK-A/EAST ST. LOUIS, IL (LMA'd to ENTERCOM as a simulcast of KFTK-F). Administrative Law Judge JANE HINCKLEY HALPRIN dismissed the license renewal applications on FEBRUARY 19th after the trustee, DENNIS J. WATKINS, skipped a prehearing conference and failed to respond to a show cause order in the hearings over whether the licensee was a "straw man" front for ROMANIK, who, as a convicted felon, cannot hold the licenses. The stations' allocations are being retained and protection to those facilities is required of other stations, and the Commission has placed a temporary freeze on AM minor change applications that would conflict with the formerly-licensed facilities.
