TELEVISAUNIVISION is swapping Spanish News-Talk WKAQ-A/SAN JUAN-WUKQ-A/PONCE, PR and Spanish Top 40 WKAQ-F/SAN JUAN-WUKQ-F/PONCE (KQ105) plus an undisclosed amoiunt of cash to HEMISPHERE MEDIA GROUP's HMTV DTC LLC in exchange for PANTAYA, LLC, the operator of Spanish-language U.S. streaming video platform PANTAYA. HEMISPHERE owns Spanish-language independent WAPA-TV/SAN JUAN; UNIVISION will continue to program KQ105.
In deals filed with the FCC, the late FRED WEINBERG's 1400 INVESTMENTS, LLC is selling News-Talk KNNR-A/SPARKS, NV and K277DL/WASHOE VALLEY, NV to SILVER STATE BROADCASTING, LLC for $58,000 ($30,000 in a promissory note, $28,000 assumption of a note with GEORGE FLINN) plus an LMA before closing.
And KILLEEN SEVENTH DAY ADVENTIST CHURCH SCHOOL is assigning KHTL-LP/KILLEEN, TX to KILLEEN VETERANS BROADCASTING MEDIA GROUP.
In addition, Administrative Law Judge JANE HINCKLEY HALPRIN has issued an initial decision ruling that the FCC's Enforcement Bureau failed to justify the proposed revocation of the licenses of MIKE HUBBARD's AUBURN NETWORK, INC. for Classic Hits WGZZ (WINGS 94.3)/WAVERLY, AL; News-Talk WANI-A/OPELIKA, AL; and W254AY (rebroadcasting WANI-A), Hot AC W242AX (96.3 W-LEE, rebroadcasting WGZZ-HD2), Sports W294AR (ESPN 106.7, rebroadcasting WGZZ-HD3), and the construction permit for low power TV WHBD-LD/AUBURN, AL; if finalized, the ruling would clear the way for the stations to be sold to FRANK LEE PERRYMAN's AUBURN NETWORKS, LLC for payment of $775,000 in debt. The judge's preliminary statement contends that the Bureau failed to prove that the crimes committed by HUBBARD warranted disqualifying him as a licensee, pointing out that "not every felony is disqualifying" under the Commission's 1990 Character Policy Statement. An application for a new FM translator at AUBURN, AL is, however, being dismissed for failure to prosecute. HUBBARD, a former ALABAMA state legislator and state REPUBLICAN PARTY Chairman, is serving a four-year prison term after being convicted on 12 felony counts of violating the state's ethics law in 2016, six of which were reversed upon appeal.
