The FCC fines two pirate station operators, hitting TREVOR W. WHITELY with a $10,000 fine for running an unlicensed station on 102.3 FM in BROOKLYN and fining CHARLES CLEMONS $17,000 for operating a station on 106.1 FM in BOSTON and blocking a station inspection.
