WINDSOR, ON is getting four new FMs, with the CRTC approving BLACKBURN RADIO's application for a new Country station at 95.9 FM with 3,550 watts and okaying NEETI RAY's application for an Aboriginal station but ordering RAY to find a frequency other than 95.9 FM for the new operation. 

At the same time, the CRTC granted the CBC's application to add FM simulcasts for its CBC RADIO ONE affiliate CBE-A and RADIO-CANADA LA PREMIERE CHAINE affiliate CBEF-A at 102.3 FM (690 watts) and 105.5 FM (620 watts), respectively, allowing the simulcast because of the difficulty of finding FM frequencies with enough space to replicate the present AM coverage area.  WINDSOR is across the river from DETROIT, meaning that the FM band is congested; about 70% of WINDSOR listening goes to DETROIT's stations.
