ALL ACCESS hears that PAMPLIN Talk KPAM-A/PORTLAND's management structure has been realigned, with PD RICK BELCHER upped to GM/PD, replacing GM PAUL CLITHERO. NSM JEANNE WINTER adds GSM duties, replacing GSM MARGARET EVANS. 

News Dir. BILL GALLAGHER and reporter MARK PROVO have also exited as the station and sister newspaper the PORTLAND TRIBUNE share news resources. Business Manager SANDY SCHNEIDER has exited as well.
