Arbitron Opposes FCC PPM Investigation

ARBITRON has filed comments with the FCC opposing a petition that asks for an investigation into the ARBITRON PORTABLE PEOPLE METER radio ratings service.
Citing extensive precedent in which both Congress and the Commission have previously recognized that the FCC lacks authority to regulate audience ratings, ARBITRON said both Congress and the Commission have "expressly stated that the reliability and methodologies of audience ratings services are best left to private industry groups such as the MEDIA RATING COUNCIL (MRC)." ARBITRON also claimed that the petition is "replete with misstatements of facts, unsupported speculation and overheated rhetoric."

A number of stations that target minority audiences have maintained or increased market ranking since the introduction of PPM, ARBITRON asserted.
