GAP BROADCASTING will pay the U.S. Treasury a "voluntary contribution" of $65,000 under a consent decree rising from GAP's alleged failure to disclose to the FCC a conversation GAP's GEORGE LAUGHLIN had with KM COMMUNICATIONS when both were bidding on FM allocations under Auction 70. LAUGHLIN told KM that GAP would not be continuing to bid on the ELDORADO, TX construction permit while the bidding was still underway, a violation of FCC rules against collusive conduct. The consent decree terminates the FCC's investigation into the incident.
