Martin: Not Sure FCC Has Authority Over Arbitron

FCC Chairman KEVIN MARTIN touched upon PPM YESTERDAY during a brief meeting outside the Commission's offices, reports MEDIAWEEK.
MARTIN, who was largely discussing his displeasure with his four commissioner colleagues, who told him they were not ready to vote on his long-pushed-for plan to force cable companies to also carry some 500 low-power TV stations throughout the nation, touched upon ARBITRON's electronic ratings system, saying "it's not clear we have the legal authority," referring to the FCC investigating PPM.
As to whether the FCC will move forward, MARTIN added, "We are considering what we should end up doing."
