The FCC's diversity subcommittee has recommended that the Commission develop rules allowing minority applicants a "rebuttable presumption of eligibility for waivers, reductions or deferrals" of regulatory fees. The committee suggests that such a change be made immediately and be made retroactive to the date the original notice of proposed rulemaking was published in the Federal Register.
The proposal was part of a large report by the Advisory Committee on Diversity for Communications in the Digital Age reviewing the Commission's diversity initiatives, adopted on OCTOBER 28th.
