The MINORITY MEDIA AND TELECOMMUNICATIONS COUNCIL's reply comments in the FCC docket supporting the mandating of HD RADIO chips in satellite receivers throws another idea into the pot: The MMTC proposes that the receivers do a "seamless scan" of all AM, FM, HD, and satellite channels.
The comments say that "without such a requirement, SIRIUS XM could use its satellite monopoly in the marketplace, the cost savings generated from the merger, and its relationships with equipment manufacturers and retailers to retard the growth of terrestrial services." The organization proposes the "seamless scan" as a way to break down what it terms the "analog divide" that segregate minority-owned stations, disproportionately AM stations, from others, and to eliminate "listeners’ perception that AM radio is a separate and unequal service."
