PHILLIPS COMMUNICATIONS gets slapped with a $7,000 fine by the FCC (reduced from the originally-proposed $10,000) for excessive power, EAS, and antenna registration violations at its Oldies WJJL-A/NIAGARA FALLS, NY. The fine reduction was made due to financial hardship demonstrated by tax returns for 2000-2003.
