If at first (and second, and third) you don't succeed, try proposing the same fee again and see what happens, according to the WHITE HOUSE, which is taking yet another run at adding spectrum user fees for broadcasters. The fees, intended to raise $3.6 billion over 10 years, were included in the BUSH WHITE HOUSE budget proposal for 2007; they have been a regular feature of budgets submitted to Congress since the CLINTON administration. The fees are part of a $302.5 million FCC proposed budget (up 4%), about $302 million of which would be funded by regulatory fees.
