FCC Proposes $5K Fine For EAS Mistake At KWVE

The FCC is proposing a $5,000 fine on CALVARY CHAPEL OF COSTA MESA, INC. for sending out its own commercial programming and an ad as part of an EAS test message originating from its Contemporary Christian KWVE/SAN CLEMENTE, CA (ORANGE COUNTY). The station admitted that an employee ran the wrong message when attempting to send out a scheduled weekly test, instead running an unscheduled Required Monthly Test but failing to send the End of Message code.
The Commission also fined HEIDELBERG COLLEGE $7,000 for a late license renewal application and unauthorized operation of noncommercial WHEI/TIFFIN, OH; fined COLUMBIA CITY JOINT HIGH SCHOOL the same amount for the same violations at noncommercial WJHS/COLUMBIA CITY, IN; and fined MORGAN COUNTY BROADCASTING CO., INC. $3,000 for late license renewal applications for WECO-A and WECO-F/WARTBURG, TN.
