  The weekly C-SPAN series "The Communicators" recently featured opposing perspectives on The Performance Rights Act, the RIAA-backed bill backed that would levy a performance royalty on terrestrial radio. The segment featured NAB Joint Board Chairman and COMMONWEALTH BROADCASTING Pres./CEO STEVE NEWBERRY and original FOUR TOPS member DUKE FAKIR.
