By a 5-4 vote, the TOPEKA City Council has rejected MORRIS COMMUNICATIONS Talk WIBW-A/TOPEKA host RAUBIN PIERCE's bid to join the TOPEKA Planning Commission. The Council voted by identical 5-4 splits to block the appointment and also to approve a resolution calling PIERCE "unqualified" for the position. Mayor BILL BUNTEN appointed PIERCE to the Commission last month, drawing a fierce response from his opponents on the Council, who moved to block the appointment within the required 45 days after the Mayor's action. In the discussion of the vote, Councilman JEFF PREISNER, who sponsored the anti-PIERCE resolution, refused to disclose the reasons for doing so, referring the question to the legal department.
