  Former FCC Chairman BILL KENNARD has been confirmed by the Senate as U. S. Ambassador to the EUROPEAN UNION. President OBAMA nominated KENNARD for the post in AUGUST; KENNARD was approved by the Senate on FRIDAY.
  KENNARD, Commissiom Chairman in 1997-2001, has been serving as an executive with THE CARLYLE GROUP and as a board member of THE NEW YORK TIMES CO.
