FCC Renews Alabama License, Denies Chicago-Area AM Move

JOE MCKISSICK D/B/A MCKISSICK ENTERPRISES gets a license renewal from the FCC for WYNI-A/MONROEVILLE, AL but gets slapped with a Notice of Apparent Liability for Forfeiture for $10,500. for public file violations and a late filing of its renewal application. ROBERT HILLIARD BOOTHE had filed an objection to the license renewal.
The Commission also threw a wrench into KOVAS COMMUNICATIONS' plan to shift and consolidate three CHICAGO-area AMs, denying a city-of-license change for WMCW-A/HARVARD, IL to WESTON, WI for failure to demonstrate a public interest benefit. KOVAS, which asked for the move as part of its plan to move WONX-A from EVANSTON to CAROL STREAM, IL and increase that facility's power to be a full-market CHICAGO station, has threatened to turn in its license for the station if a move is denied, and the FCC says that "if it should choose to carry out its threat of relinquishing the authorization, other applicants will have the opportunity to seek new or improved service made possible by the relinquished spectrum."
