Once again, the FCC's long-delyed review of the media ownership rules is not on MARCH's open meeting agenda. The Commission meets FRIDAY and will consider children's TV obligations for digital broadcasters and will mull over the creation of a Public Safety and Homeland Security Bureau, but the ownership rules that were remanded for revamping by the court are once again missing; the Commission is still split between Republicans and Democrats pending the confirmation of ROBERT MCDOWELL to the open fifth seat.
