The FCC has vacated indecency fines proposed against eight TV stations for airing CBS' "WITHOUT A TRACE." While the Commission did not give a reason for the change of heart, all of the stations- three in TENNESSEE's Eastern time zone and five, which did not observe Daylight Savings Time, in INDIANA- aired the show after 10p local time, in the FCC's indecency "safe harbor."
