MIDLAND STEREO REY INC. transfers the CP for new noncommercial FM KAQQ/MIDLAND, TX to EDUCATIONAL PUBLIC RADIO, INC. in a tax-structuring deal that leaves the stations with the same principals (both parties have the identical owners, JOHN and WILLIAM LACY and JOHN BELCHER, with the same 33.3% ownership interests), No money or consideration is being exchanged in the "deal."
