ALJ Decision Renews KALW/SF License

Ruling that a false certification of a complete public file in its 1997 license renewal application did "not rise to the level of disqualifying misconduct," Administrative Law Judge RICHARD SIPPEL has issued an initial decision renewing the license of SAN FRANCISCO UNIFIED SCHOOL DISTRICT's noncommercial KALW/SAN FRANCISCO for two years. SIPPEL also fined the station $10,000., over the hardship objections of the school district (the maximum possible fine was $300,000.) The renewal is for six years fewer than a full renewal term.
