FCC Fines Florida Woman $20,000 For Pirate FM Operation

The FCC has fined NOUNOUNE LUBIN $20,000 for operation of a pirate station at 90.1 FM from her NORTH MIAMI, FL home.
LUBIN denied that she was operating a pirate station and insisted she "cannot prove a negative," but the Commission said that a coaxial cable running through a back window was connected to an antenna in the yard, and the Commission noted that LUBIN had signed two notices and therefore was aware of the allegations and could have investigated and/or pulled the plug on the operation.
