Maybe It's Time To Break Out The Bulldozers

Cities are using volunteers to help do things like mow lawns and maintain pools at foreclosed homes, because who else will do it? The owners have been pushed out, and the banks don't seem to care whether the properties fall into disrepair. The city can issue fines and bill the banks for the work, but the banks just don't care. And it's worse in that limbo period between when the owner gets evicted and when the bank officially takes over; it can take up to a year, and in the meantime, things go to hell. Maybe they SHOULD let homeless people live there on a year's free lease in exchange for mowing the lawn and keeping the place clean. At least they'll get some use.
