You've heard about the gang rape at a homecoming dance in California, and how up to 20 people saw it happen and did nothing. A state law makes it mandatory for witnesses to report a rape... if the victim is under 14. If the victim is, as in this case, 15, there's no law requiring a witness to do anything. Put aside the moral impetus -- there's no question that on a moral level, someone should have called for help. But you're walking by and you see something illegal happening, whether it's a rape or a burglary or jaywalking or something you're not even sure is a crime. On a LEGAL level, should you HAVE to call it in? How serious a crime should it be before you're obligated to report it?
