They're Supposed To Have A Reason Before They Arrest You, Right?

The Atlanta police Citizen Review Board has ruled that a man's arrest in the stairwell of a downtown parking garage was wrong, that the only reason the guy was arrested was because he startled a cop who was in the stairwell at the time. The cops say that their officer followed the proper procedure. But if that's the case, what was the guy's crime? He was in a public stairwell using it to walk down. How is that a crime? The cop admitted he raised his fist to the guy, and said he arrested the guy because he "didn't believe" the guy's account of why he was there. He also searched the guy's pockets and cell phone, and claimed that grabbing the guy and dragging him to the station wasn't an arrest. Clearly, the cops in Atlanta have issues.
