The University of California is running out of money, so it's looking to draw out-of-state students to enroll. That's because the out-of-staters pay triple the in-state tuition. That has local students upset, because now many can't get into their own state schools. Now, you might think the Cal system is there to offer California residents the opportunity to get a high-quality education without leaving the state, but that would be mistaken.
