A report from the Regional Workforce Fund asserts that 47% of people living in Detroit are functionally illiterate. They can't really fill out forms or read what's on a prescription bottle. This might explain some of the area's problems, but other cities are, in some zip codes, in the same ballpark. How people get by without being able to read, I couldn't guess. (WWJ/Detroit)
