I'm not sure what the difficulty is with this community garden in Washington where the gardeners believe that there's one man responsible for stealing flowers from their gardens for the last ten years. He steals only the priciest flowers, and takes 30 to 50 at a time. They put up fencing and locks, but the flowers keep disappearing. I know they've tried stakeouts, but why not just pitch in and hire a guard? Or do a real undercover, hidden stakeout and pounce on him when he doesn't expect it? This doesn't seem to be all that difficult to stop. (Washington Post)
