New York City has a program that offers a few years of subsidy for housing for homeless families, just to get them on their feet, you understand. And it's only now, after doing this for several years, that it's dawning on the Bloomberg administration that families are leaving regular housing and declaring themselves homeless just to take advantage of free rent. In other words, families are gaming the system to such an extent that they're bleeding the city dry. Once again, a public program aimed at a social ill becomes a free-money cash grab.
