Okay, so you run a stop sign or get caught going a few miles over the speed limit. There's a fine. But in some jurisdictions, like L.A. County, the fine assigned to the infraction and what you pay are wildly different. Why? Because, on top of, say, a $50 statutory fine for a busted tail light, the county and city tack on outrageous fees because... um... because they can. The tax-loving state legislator interviewed in this article, Ted Lieu from Torrance, admits as much, saying that, well, we want the money and the higher and more unreasonable they make the fines, the more likely you'll behave.
