How to keep kids from dropping out of high school? A couple of legislators in Massachusetts think one way to do it is to withhold drivers' licenses from dropouts, even though it's legal to drop out at 16. If you can't make it in class, does that mean you shouldn't have the right to drive? What should one have to do with the other?
