An executive at the Los Angeles Memorial Coliseum allegedly had quite a scam going, having vendors doing business with the stadium pay his company instead of the commission for the right to sell their wares at the venue. He allegedly did $1.7 million in deals that way. It got found out when the commission noticed that Coca-Cola never paid for its rights, and Coke said, well, we paid it to him. I'm bringing this up not because it's directly apropos to all of your markets, but that, well, how do you know the same kind of thing isn't going on where you are? When you're talking about bureaucracies, you can be pretty sure that someone's making money at the public's expense. (Los Angeles Times)
