This 75 year old guy is the neighborhood behavior cop, leaving "courtesy notices" (in triplicate) informing neighbors when they've done something wrong like letting their lawn get overgrown or not picking up doggie doo. He may be right, but do you want someone watching your every move for the chance to inform you that you've erred?
