The Netherlands tried what some folks want to do in the U.S.: They taxed drivers by the mile using meters. Results inconclusive. They tell us it's more fair -- you use, you pay -- and that we'll come out ahead because most people will end up paying less, but that assumes something you can't assume, that they'll drop license fees and registration fees and gas taxes and tolls. Because they assuredly won't. This isn't being considered because it would REDUCE revenues, is it? (New York Times)
