How things work: Harry Reid needed every vote he could get for the healthcare bill. He needed Louisiana's Mary Landrieu to vote for the bill. He got her vote. How? By inserting a $100 million provision tailored to make Louisiana the only eligible state. There's a section buried on page 432 of the bill that offers $100 million in increased Medicare subsidies for "certain states recovering from a major disaster" within the past 7 years.
