The Senate comes to an agreement on a stopgap spending bill to avert a government shutdown. Again. This time, they stay open until November 18th because FEMA now says it'll muddle through without that $1 billion it was asking for, which raises the question of why they thought they needed it in the first place. We're just going to keep doing this until they can't do stopgaps anymore, aren't we? (Washington Post)
