Atlanta is trying out variably-priced toll lanes on its highways. The idea is that you have a transponder on your windshield to automatically pay, and the price changes depending on traffic: When it's heavy, the price goes up because you'll ostensibly pay more to scoot by the jam. But the result has been that people are resisting the high price, so they've had to reduce the peak fares, which then works to get people to use the lanes but results in taking in less money than the program had expected. So that doesn't work. The free market is telling them that this was an expensive, stupid idea. (Atlanta Journal-Constitution)
