How Dare He Interfere With Theft

This guy says that he saw another guy trying to steal tools from the back of his truck. When the alleged thief appeared to be reaching for something in his pocket, the guy punched him out. He broke the alleged thief's jaw. And because of that, the police charged him with assault and battery. This is despite finding a knife, a baton, and possible heroin on the thief. Yes, the victim is getting charged. I'm sure this makes sense to somebody at the police department, but it doesn't make common sense.
