It's The Kid's Fault? Arrest The Kid

The Connecticut Supreme Court says that it is not a probation violation when a convict fails to notice that his 2-year-old son has wandered out of his house and into traffic while the convict was inside watching TV. The ruling said that there's no way to foresee that the kid would manage to escape the house. Assuming that's true, why, then, do we tend to ridicule parents when this kind of thing happens, as if they're the worst, least attentive parents on Earth? Is it an unforeseeable event, nobody's fault? (Hartford Courant)
