Bad Hair IS Abusive

A jury rejected a couple's challenge to being placed on the California child abuse registry for cutting their daughter's hair whenever she got in trouble. The social worker in charge informed the state that the determination of whether they were being abusive in cutting her hair was "inconclusive," but under the rules in effect at the time, "inconclusive" was enough to put them on the abuse list. And the jury, in effect, said too bad, them's the breaks. Is hair-cutting the same as more direct physical abuse? And, well, isn't hair-cutting pretty abusive even if there aren't physical bruises?
