A Law Made To Be Ignored

Down in San Diego County, they did another police crackdown on distracted driving, and, in less than a week, ticketed 470 people for driving while talking or texting on their cell phones. We've had a hands-free law in California for several years now, and clearly, it's not working. They do these crackdowns all the time, write a lot of tickets, and then everybody goes back to talking or texting. If enforcing the law isn't stopping anybody, what next? (KGTV/San Diego)
